PUBLIC NOTICE NOTICE OF VOLUNTARY REMEDIATION Pursuant to the Virginia Voluntary Remediation Regulations, Virginia Administrative Code section 9VAC20-160-120, ZP NO. 341, LLC (Participant) with an address of 111 Princess Street, Wilmington, NC 28401 hereby provides notice of voluntary remediation at the following site (Site): 201 Orleans St., Prop. B 201 Orleans Street Richmond, VA 23231 & 37th Street & 4900 Old Osborne Turnpike Henrico, VA 23231 VRP Number VRP00778 The Site is situated adjacent to property used for railroad operations and has been undeveloped historically. Sampling on the Site detected the presence of metals and petroleum hydrocarbons in soil, metals in groundwater and volatile organic compounds in deep soil gas. The Participant applied to and was deemed eligible to participate in the Voluntary Remediation Program (VRP) in order to assess and address any environmental risks associated with the detected constituents. A Site Characterization Report and a Risk Assessment have been reviewed and accepted as complete by the Virginia Department of Environmental Quality (DEQ). The Risk Assessment includes an assessment of the risks to human health and the environment that were evaluated in accordance with DEQ guidelines. The risk evaluation found that the following restrictions placed on the future use of the Site pursuant to the VRP will be protective of human health and the environment: (1) after development, the Site will be maintained with two feet of clean fill or hardscape cover (e.g., asphalt, concrete or pavers), and after any subsurface work in such developed areas of the Site the disturbed areas shall be restored with the required cover; (2) after completion of development of an area of the Site, provide the Virginia Department of Environmental Quality with a report documenting compliance with condition 1 above for such developed area; and (3) groundwater beneath the Site will not be used for any purpose other than environmental monitoring and testing or dewatering in compliance with law.
